As much as we would love to help you on your request, but this feature is not in core. Also this is not a quick fix and therefore needs additional customization. In fact, it is the theme feature of displaying the menu feature in a extraordinary way as shown in its demo here. This feature could be available in future updates. Alternatively, you can consider Hiring a Customizer if you want.

Well, to add the tagline below the logo browser Appearance -> Customize -> Site Identity there you would see the “Tagline” field to input your text.

Too bad about the menu. I find the extraordinary method of displaying the menu too far out of the ordinary. I am surprised others have not felt the same way. For someone who has not encountered that method of accessing a sites menu it would cause me to immediately leave a site. It requires too many additional clicks to do something on a site.
