Since the update to WordPress 5.4 the menus in the theme no longer work. Only the top-level items are accessible. The mobile view seems better, but desktop is not working at all. Is there a fix?

Regarding your query, everything is working fine on our side as you mentioned. Once verify any plugins are making conflict so you can deactivate the plugins one by one and inspect the which plugin has raised the issue in desktop.
Also, if you have made any customizations then please verify that those are not raising the issues.

Thank you. I have done all those recommendations prior. For kicks, did the plugin test again this am. Retested and previously removed many of the plugins. All are up to date. I have done some customization, but 90% are just the colors throughout the site. The menus were working fine previously to update. Feedback from our Host ticket was the theme. Right now I moved many of the sub-items out from their parent so users can access the information. So it looks very odd. livermorehighschoolptsa.com

Regarding your query, you can add CSS following the path Admin Panel > Appearance > Customize > Additional CSS,
.menu-item-has-children:hover > .sub-menu{ display: block !important; }Hope this helps.
