In Settings–>Reading–> I want to set a static homepage and a separate designated posts page.
I don’t have the option to select a static front page. There’s not a “home” listed in the pull-down menu.
I do have the option to select a static page for posts, which will be http://www.nathanrussell.com/nr-wp/?page_id=98 (News).
How can I select the static homepage that I’ve designed in the customizer?

I don’t have the option to select a static front page. There’s not a “home” listed in the pull-down menu.
“Home” option do appears in your select option if you have created a page named “Home” already in your backend. If not, create the one and set it as Static Page.
This will switch your homepage in customizable mode.

The “posts page” is displaying the slider that’s only supposed to be on the home/front page, and my posts aren’t showing in a list.

We are working on that and will be fixed in next update.

Posts page is still showing the featured slider, which I’ve designated as home/front page only.
Also, is there a way to select which posts appear on the posts page? I don’t want the “testimonials” appearing as posts, just the ones I’ve tagged as “news.”

The theme is designed in such a way that the when slider is set to Home/Front page only,then the slider will appear in Front Page as well as Blog page. We are sorry for the inconvenience.

And to make post of certain category not to appear in Blog pages then you have the option to enter that category Id and restrict posts of those category to appear in Blog page.
For this you need to go to Admin Panel / Appearance / Customize / Theme Options / Blog Options. Here you will see Exclude Categories in Blog where you need to enter category Id. ( Separate with comma if more than one. )Hope this will help you.

Also, it’s a huge hindrance in pitching this site to my educational institution by having the slider, clearly designated as “front/home” also appear on the “posts page.” The theme’s selling point of having a static home page tells customers that the posts page is not “front/home” and therefore shouldn’t have the slider.

Your queries have been answered below.
I followed instructions on limiting categories for the posts page, but that didn’t work.
To exclude the Testimonial category, you will need to put the ID of the Testimonial category which is an integer (number).
To know the ID of your category just go to Dashboard -> Post -> Categories
on the left you will be able to see your list of categories, put the mouse pointer over the “Testimonial category”, then on the bottom a small notice will appear where you will be able to see
tag_id = “…”.
Now remove the “Testimonial string ” from the “Exclude categories from blog” customizer option and put the tag_id you obtained on the same option.Also, it’s a huge hindrance in pitching this site to my educational institution by having the slider, clearly designated as “front/home” also appear on the “posts page.” The theme’s selling point of having a static home page tells customers that the posts page is not “front/home” and therefore shouldn’t have the slider.
To remove the slider from the blog page, please add the below given css to
Dashboard -> Appearance -> Customize -> Theme Options -> Advanced Optionsbody.blog div#featured-slider { display: none; }
