Regarding your query, first of all please add price to the product by going to Admin Panel > Products > Add new product as shown in the screenshot below: https://prnt.sc/vl8egg

You can then go in Dashboard and go to Woo commerce > Setting > Advance there you will find pages setting which include cart page and other pages too. Then assign a page for cart page. This will redirect to cart page as shown in the screenshot below: https://prnt.sc/vl8ga5

Then after you add price to the product, you can see “add to cart” option as the screenshot below : https://prnt.sc/vl8hbk. After you click add to cart, you can get “view cart” option where you can get all your list of product in cart page.

Regarding your query, let us make you clear that few above things need to be done to function the cart icon.

1. Make sure you have added price to the product. Without adding product, you can only get to product detail page with cart icon.
2. You have to set cart page as explained in above thread.
