If I have enabled feature slider as a static page (like the demo), then it will pick the other 3 pages and get the content and listed as three columns (image + some text) under the slider.
1. How can I adjust the order of that 3 columns?
2. Can I adjust what to display (e.g., different page I’d like the “short summary” under the image to be different)

The section under the slider is the feature content. The images are not from the page that you have selected for the slider.
Featured content is the different section. You have to go to Admin Panel > Appearance > Customize > featured Content and chose your desired page.
As for your second query currently, there is no such feature in the theme.
