To translate the News and Event sections title and more text go to

Dashboard -> Appearance -> Customize -> Theme Options -> Home Page Options

And enter the translated text on your language on the respective fields.

Since you issue is related to plugin we are not able to provide you with exact solution.

The theme does not provide you with the multi-language feature. So you will directly have to be dependent with the plugin.
