Working on a website for a school and I am creating a parent area (with all the pages that the parent needs). I have created the pages as Parent/child and a down arrow exists on the right of the Parent page in the navigation area, but no menu drops down. what am I doing wrong?

This issue is because you have not set menu to Primary Menu.
Ok to resolve issue first you need to create a new menu and add the required items ( page, post, etc ) to the created menu. And you can arrange the added menu items as you wish with simple drag and drop. Then set this menu as Primary Menu going to Admin Panel / Appearance / Customize / Menus / menu Location -> Primary Menu.May below attachment helps you.
