To select the number of blocks between 1-20 has no visible affect on the display of the featured content. It maxes at 4 columns and that is it.
What does this “No of Blocks” do?
There is no documentation on this, nothing explaining it.
Also, where it says “No of Blocks Enter number between 1 and 20. Save and refresh the page if No is changed. “, I suppose the word “No” was suppose to be “Nothing”, remove “No is” and replace it with “Nothing”. Grammar correction needed.

We are sorry for the confusion, but if you look closely the number of blocks will increase the number of input fields once you change it to your required number. Due to some cross browser issues the change is not seen immediately, for that you will be needed to click on the save and publish button and then refresh the customizer page.
Then if you again go to the featured blocks option after the refresh you will see increase in the number of input field where you can add the id of your posts or select pages for the featured content according to your settings.
About the columns it just controls how many columns(posts) you would want to show in one row. As simple as that.
