Is there a feature in TP Philosophy Pro or an easy way to implement a ‘prior consent’ in my website using this theme? Thanks!

The feature you have requested isn’t available in theme. Themes are purely dedicated for the layout of the website and do not contribute for the typical functionality as you have requested. We suggest you to use some external plugin for this functionality.
