Hello,
When we go to our website (isarc2019.org), there have been a couple of instances, when we were unable to see all the links in the footer widget, unless we scroll over them.
Here is the screenshot showing this problem.

To resolve the issue please add below given CSS by going to Admin Panel > Appearance > Customize > Additional CSS.
#footer-widgets .textwidget a, a:visited { color: #fff; }Hope this helps.
