I have a few questions:

1. My site will not have a header in section #2 Is there a way to have the Logo in section #1 on the left-hand side. so that it doesn’t just have a white space?

Ok How do I get the header and logo to show back up? I took it off using header display none but now my client wants it. Is there any way to have a button by the quick links that could take the place of a shopping cart?

To display the header and logo back on the site, you can remove the additional CSS that you have added to remove the header.
As for the query regarding displaying button, it requires higher code customization as we need to define the position for the button and work on the design.
So as mentioned above you can hire a developer to achieve what you want.
