I’m currently using the static notice feature in the header at http://gsoponline.org/. I see that I can change it to dynamic and that I can add up to three notices, but I can’t see how to add text and url’s for those three notices. Thank you.

The Pro version of the Education Hub theme does have the feature to set Dynamic Notices displayed from a chosen category in the header.
The Text and links in the dynamic notice types comes actually from the post title and the post URL set in the post in the chosen category.
To use the dynamic notice feature, please create a category for your notices ( eg. Notice ) and add individual posts for individual notices. Then, choose the category from Admin Dashboard > appearance > Customize > Theme Options > Header Options > Notice Category. Save your changes and the posts in the selected category will be displayed in the Notice section.
Note : The no. of notices is not limited to 3 in the pro version of the theme , you can multiple Number of Notices, provided that the selected category has the selected no. of posts.

After creating a new category, you need to assign your notice posts to this new category.
This category would then display in dropdown list under “Notice Category” option.

Currently the feature to add the pages for the dynamic notice type is not available with the theme.
Kindly opt in to to use the notice type with the available posts option which gives similar results.
